City of Dalian offers an ideal destination to investors

Dalian High-tech Industrial Zone


Since its establishment in 1991, the Dalian High-tech Industrial Zone has developed into a major base for Dalian's high-tech development and in so doing become an engine for the local economy.


Located in Dalian, a port city in Northeast China's Liaoning Province, and covering a land area of 35.6 square kilometres, the zone is one of the first batches of State-level high-tech zones approved by the State Council.


Consisting of such industrial bases as Qixianling Industrial Base, Dalian DD (Digital and DNA) Port, Dalian Software Park, Dalian Incubation Park for Returning Overseas Chinese Scholars, Huanghelu Science and Technology Town and Xinghai High-tech Centre, the zone offers ample opportunities in the fields of research, development, production and trade of high-tech products.


Thanks to its excellent business environment and preferential policies, the zone has attracted the attention of investors from home and abroad.


To date, the zone has established business relations with more than 50 countries and regions in the world.


Since the Hualu-Matsushita Electronic Information Co Ltd, a Sino-Japanese joint venture, first settled there in 1994, the Dalian High-tech Industrial Zone has seen the establishment of 1,700 enterprises.Among these firms, 487 are high-tech enterprises engaged in such industries as electronic information, biological pharmaceuticals, new materials production and development of energy-saving and environmental protection technologies.Famous multinational companies like Ericsson, Nokia, GE, IBM, NEC, Accenture and Matsushita have invested in 583 enterprises in the zone.


To develop its industrial parks into famous brands with both local characteristics and international standards is a prominent feature that the Dalian High-tech Industrial Zone presents to investors.

DD Port


The Dalian DD Port is an innovative concept firstly proposed by the local people.
Focusing on the research and development of digital and DNA technologies, the DD Port aims to offer an ideal investment destination for enterprise and professionals in the fields of digital and life sciences.


To date, the infrastructure facilities for the 3.2-square-kilometre first-stage project have been completed and such industrial parks as the optical communication park, biological pharmaceuticals park, digital manufacturing park and incubation park are ready to offer a base to investors from home and abroad.


Incubation park


Another feature of the high-tech zone is the Dalian Incubation Park for Returning Overseas Chinese Scholars, which was initiated in October 1998.To date, about 200 enterprises, all launched by returning overseas Chinese scholars and professionals, have settled in the park.


 The enterprises are mainly involved in the research and development of electronic information, biological engineering, new materials and energy-saving environmental protection technologies.Last year, these enterprises generated a total revenue of 1 billion yuan (US$120 million).


The park has been designated by the Ministry of Personnel as a "State-level incubation base for returning overseas Chinese scholars." The ministry has also established a post-doctorate work station in the incubation park.


Software park


The Dalian Software Park is another specialized centre for the high-tech zone. It aims to build itself into China's largest and a world famous base for exporting software and training software professionals.


Thanks to Dalian's traditional business links with Japan, the park has established close ties with Japanese firms, anticipating promotion of its software products via enterprises in that country.

At present, the park is home to more than 100 enterprises with operations orientated to Japan. Also more than 20 Japanese-funded firms have settled there.
Last year, the park realized a total output value of 800 million yuan (US$96 million) and earned US$25 million from software exports.
