Provisions of Dalian Municipality on Regulating Collective Residential Registrations

(Promulgated by Dalian Municipal People?ˉs Government on December 21, 1990 in document No. 150; amended in accordance with Decisions of Municipal Dalian Municipal People?ˉs Government on Amending Some Municipal Government Rules on March 10, 2003)

Article 1 In accordance with the Regulations of the People?ˉs Republic of China on Household Registration and relevant provisions, the provisions are formulated with a view to reinforcing the administration of collective Residential Registration.

Article 2 All the units and individuals who take collective residential registrations within Dalian municipal administrative area shall abide by the provisions.

Article 3 Collective residential registrations refers to the residential registration that workers and staff, as well as students have permanent residence at the internal or collective dormitories of the government agencies, organizations, schools, enterprises and institutions, and also that soldiers not in active service have permanent residence at the military organs or soldiers?ˉ dormitories.

Article 4 The municipal and county (county-level municipal) public security bureau (sub-bureau) is the competent authority for administration of the collective residential registration in their respective administrative areas. They shall organize the auxiliary police (frontier) substations to reinforce the administration of collective residential registration.

Article 5 Collective residential registrations shall create household according to the address of the dormitory, that is, for collective residence, one address, one dormitory as one household; no single is allowed to create household separately at the collective dormitory. Dependents of workers and staff that live in the unit and the collective dormitory with approval shall create household separately according to the provisions on administration of residential registration.

Article 6 To create collective residential registration, the party concerned shall declare to the local police (security) substation, together with letter of introduction by the unit, application report, and relevant certificates, for conducting the formalities of examination and approval.

Article 7 Units which create collective residential registration, shall provide full (part)-time assistant managers, establish collective residential registration booklets, grasp the change of collective residential registration, and conduct matters such as declaration for registration, emigration, immigration and modification of residential registration uniformly.

Article 8 For registration of temporary residential population at collective dormitory, the party concerned shall go through formalities according to Provisions of Dalian Municipality on the Administration of Public Security for Urban Temporary Resident Population. For registration of lodging population at collective dormitory, the party concerned shall go through formalities according to relevant provisions on the administration of lodging registration.

Article 9 The Collective dormitory shall establish dormitory administration committee and public security association, improve each rule and regulation, strengthen legal education and safety management, and maintain the life order of collective dormitory.

Article 10 Those who violate these provisions shall be punished by the public security organs in accordance with Regulations of the People?ˉs Republic of China on Administrative Penalty for Public Security Violations.

If the parties concerned refuse to accept the administrative punishments, they may apply for administrative reconsideration or bring an administrative lawsuit according to law.

Article 11 The provisions go into effect on the date of promulgation.
